The US government has paid out $6.8m (£4m) for maintenance of thousands of Afghan police vehicles that have been destroyed or are no longer in service, according to an investigation.
The audit by a Congressional spending watchdog, found more than 7,000 vehicles had disappeared or were nothing more than rusting scrap but were still included in calculating maintenance payments.
It is the latest report to document corruption or wasted cash, and will cast further doubt on whether Afghanistan will be able to maintain security forces when US combat troops pull out next year.
The findings come from the Special Inspector General for Afghanistan Reconstruction, which last year warned that the country will probably be unable to keep running the military bases that international donors have funded once Nato forces leave.
Building up Afghan security forces is a crucial part of plans for international troops to leave.
Last week President Barack Obama said the handover would be speeded up, giving local forces the lead in fighting the Taliban in the spring.
